There have been repeated incidents of suspected underworld criminals being killed in police custody during alleged shootouts while locating hidden weapons. Many people believe these actions reflect a breakdown of the rule of law, with police acting arbitrarily and ignoring due process. Responsibility, however, is often attributed not only to individual officers but also to governments that enable or tolerate such practices.
